Comprehensive Plan Update

What is a comprehensive plan?

A comprehensive plan is a long-range planning document that outlines future growth and development objectives for the communities within the regional planning area. The Pennsylvania Municipalities Planning Code (also referred to as “the MPC” or “Act 247”) requires comprehensive plans to be reviewed every 10 years, and most plans use a planning frame of reference of 20 years into the future to understand the community’s evolving needs. Through extensive public engagement, a community vision is established that guides the plan’s recommendations. Specific recommendations and implementation strategies will be based on established recommendations.

Decades of Successful Regional Planning

THE PAST. The Pottstown Metropolitan Regional Planning Committee (PMRPC) was formed in October of 2005 when six Montgomery County municipalities and two Chester County municipalities signed an Intergovernmental Cooperative Implementation Agreement for Regional Planning. Prior to this, the would-be members collaborated on a regional comprehensive plan that was adopted in August of 2005. This plan, the first Pottstown Metropolitan Regional Comprehensive Plan, would spur the formation of PMRPC, and, two decades later, the regional planning commission is stronger than ever.

THE PRESENT. PMRPC has met monthly since its formation in 2005 to discuss planning issues throughout the region and to implement the regional comprehensive plan. Members provide updates on ongoing municipal endeavors, discuss the potential for multi-municipal collaboration, and review regionally-significant land use proposals for consistency with the comprehensive plan. In 2015, PMRPC adopted a new comprehensive plan. Since then, members have worked to implement the goals and objectives of the new plan.  

THE FUTURE. PMRPC has initiated an update to the comprehensive plan. This process will involve extensive research and data analysis, but will also rely heavily on public input. PMRPC will distribute a region-wide community survey to kick off the initial stage of plan development.
